It's a "fireless cooker", a steam engine without its own heat source. It literally fuels up with steam and then goes about its business, gradually using up the steam supply as it goes, then returns to the tap for more. They can run several hours at a time between "fill ups". From what I can find, this one belonged to the steam plant attached to Indianapolis Union Station and probably switched coal cars into the steam plant.

That is the switch engine for the Indianapolis Power and Light Co. Kentucky Ave plant that supplies steam to heat the building in downtown Indy

This could very well the fireless cooker that sat at the Transportation Museum for years. I'm not sure what's going to become of it soon with the whole situation going on right now.
