Wendy, I bet it's a J&L Steel plant in the background. Did J&L have a plant in Cleveland suring the steam era? If so, the Cuyahoga Valley Railway may have been the name of the plant switching railroad.

I'm guessing that oversized number plate originally held four digits, and the engine was bought from a larger road. My first guess is P&LE, but that's only a guess.
