A note on the back by photographer W.C. Hendricks states "Taken just before scrapping, 1947". Thanks to a comment by Robert Farkas, this locomotive appears to be one of 12 2-6-0 types built by Alco-Brooks (c/n 45855) in January 1909 (road numbers 651-662) built to 5' gauge for the Panama Railroad, a few of them lingered into the 1940's.
